UAE Midday Work Ban: PPE and Heat Stress Prevention

The UAE Ministry of Human Resources and Emiratisation (MOHRE) enforces an annual midday work ban from 15 June to 15 September, prohibiting outdoor work between 12:30 PM and 3:00 PM. However, heat stress risks extend well beyond these hours, and employers must provide appropriate PPE and controls throughout the summer season.

PPE for Heat Stress Prevention

Mandatory PPE during UAE summer includes: cooling vests (evaporative or phase-change) for workers performing strenuous outdoor tasks, UV-protective clothing and hard hat neck shades, sunscreen (SPF 50+ is recommended for outdoor workers), and insulated water containers to ensure adequate hydration.

Monitoring and Response

Employers should implement a Wet Bulb Globe Temperature (WBGT) monitoring programme during summer months. Work-rest schedules should be adjusted based on WBGT readings. Workers showing symptoms of heat exhaustion — excessive sweating, dizziness, nausea, headache — must be moved to a cool area immediately and provided with water and rest.

Training Requirements

All workers must be trained on heat stress recognition, prevention, and first aid before the summer season. Supervisors must be trained on WBGT monitoring and emergency response procedures. This training should be documented and available for regulatory inspection.
